It is not clear from the opening sequence if the ghost is an antagonist or a protagonist, and this surrounds the character in mystery. The clothing needs to be dark to imply this. The ghost could also be in formal attire as he is beyond the world of the living and perhaps a more 'perfect' version of himself? It could also be to suggest he was or is now a person of influence and/or importance. Here are some characters I can take inspiration from:
Moriarty from Sherlock:
This character is an antagonist and has psychopathic tendencies, not necessarily like our ghost character, but his costume can be an inspiration due to the formal attire he is usually dressed in. Being well dressed presents this character as well prepared and of importance, he has others for the hands-on work. This costume can be a good source of inspiration as it can present the character as calm and collected.
Norman Jayden from Heavy Rain:
Norman Jayden is an agent for the FBI with a degree in Psychology; this status and education is represented in his dress. Despite being always on the move he wears a suit and tie and sometimes a medium length coat. The costume is always dark, as he can be likened to a James Bond type character and also that he has problems in his personal life such as a drug addiction. This character is a protagonist but can be an inspiration as his costume gives him authority over others.
